About Katie Cox: A Career at the Intersection of Regulation & Innovation

Katie Cox’s career provides a rare 360-degree view of the financial regulatory landscape. With over 40 years in the industry—including 30 years inside the Federal Reserve System—she possesses a deep and practical understanding of banking policy, regulatory applications, and strategic planning.

A Career Inside the Federal Reserve

Katie Cox has over 40 years of bank regulatory experience. For over 30 years, she was with the Federal Reserve System, first as a commissioned federal bank examiner and then for over 20 years as a bank mergers and acquisitions specialist with the Board of Governors of the Federal Reserve. 

In this role, she was the key official responsible for M&A proposals across the Reserve Bank Districts of New York, San Francisco, Chicago, Kansas City, and Dallas. 

During her tenure, Katie briefed and made action recommendations regarding numerous high-profile proposals to several chairs of the Federal Reserve, including Alan Greenspan, Ben Bernanke, Janet Yellen, and Jerome Powell. Through this experience, Katie Cox developed significant, high-level knowledge of bank M&A activity, strategic planning, regulatory compliance, capital raising, and corporate governance. 

Shaping Regulatory Policy

Beyond reviewing proposals, Katie Cox contributed to several key pieces of regulatory guidance at the Federal Reserve regarding the filing of applications, including SR 14-2: Enhancing Transparency in the Applications Process.

She has also had two opinion pieces published in the American Banker regarding the Federal Reserve’s policies for U.S. banks’ digital asset activities. 

Advising Financial Innovators

Post-Federal Reserve, Katie Cox served for four years as an advisor to Custodia Bank in Cheyenne, Wyoming, a de novo bank engaging in digital assets payments, custody services, and commodities. Katie Cox’s key efforts focused on Custodia Bank’s ground-breaking applications for a Federal Reserve master account and Federal Reserve state bank membership. She also advised the bank on regulatory strategies, corporate governance, compliance, and capital raising.

Katie Cox was also part of PwC’s Financial Services Risk and Regulatory Practice in Washington, D.C., advising clients on de novo charters, charter conversions, regulatory applications, strategic planning, and risk management.

Currently, Katie Cox serves as an advisor to the regulatory strategy division of a large foreign banking organization operating in the United States.
